Roadway Emissions Monitoring Equipment Package

Description:

This Equipment package monitors emissions and general air quality and communicates the collected information back to the emissions management subsystem where it can be monitored, analyzed, and used. This equipment package supports point monitoring of individual vehicle emissions as well as general monitoring of standard air quality measures.

1.8.1TDM shall include a communications function.
1.8.1.4The communications function shall provide the capability to send information and data is needed to implement management and control strategies that respond to changing environments, conditions, and policy needs to include, but not limited to, the following:
1.8.1.4(b)Individual vehicle monitoring.
1.8.1.4(d)Usage data.
1.8.2TDM shall include a processing function.
1.8.2.13The processing function's dynamically generated management and control strategies for air pollution control shall be based on factors that include, but are not limited to, the following:

1.8.3TDM shall include a sensors/control function.
1.8.3.1The sensors/control function shall provide the capability to gather information needed for the generation of management and control strategies to include, but not be limited to the, following:
1.8.3.1(d)Vehicle pollution levels.
1.9EMISSIONS TESTING AND MITIGATION
1.9.0ITS shall include an Emission Testing and Mitigation (ETAM) Function. The ETAM function will provide state and local governments with the capability to enhance their air quality control strategies. The ETAM will provide both wide area and roadside emissions monitoring. Information gleaned from ETAM will be used by Traffic Demand Management (TDM) in the Traffic Management Center (TMC) to mitigate pollution and may be provided to enforcement agencies to compel offenders to comply with standards.
1.9.1ETAM shall include a Wide Area Pollution Monitoring (WAPM) capability.
1.9.1.1WAPM shall support air quality control strategies by assessing the level of emission of ozone precursors in all sectors of the area.
1.9.1.1.1WAPM shall be capable of detecting the level of emission of ozone precursors with a high degree of accuracy.
1.9.1.1.2WAPM shall be capable of determining those sectors, within its monitored area, whose emissions exceed the emission standard.
1.9.1.1.3WAPM shall be capable of automatic self-calibration.
1.9.1.2WAPM shall be capable of providing air quality statistical data to the TMC.
1.9.1.2.1WAPM shall be capable of providing the air quality data on the monitored values of pollution.
1.9.1.2.2WAPM shall be capable of providing the necessary data on emission standards violators for enforcement of air quality standards.
1.9.2ETAM shall include roadside pollution assessment (RPA) capabilities.
1.9.2.1RPA shall be capable of detecting the level of emission of ozone precursors with a high degree of accuracy.
1.9.2.1.1RPA shall be capable of detecting moving vehicles, within its monitored area, whose emissions violate the emission standard.
1.9.2.1.2RPA shall be capable of automatic self-calibration.
1.9.2.1.4RPA shall be capable of determining suspected vehicle's registration data either by license plate or via automatic vehicle identification.
1.9.2.1.5RPA shall be capable of determining which suspected vehicles are not in compliance with emission standards for that vehicle from the vehicle's registration data.
1.9.2.2RPA shall be capable of providing air quality statistical data to the TMC.
1.9.2.2.1RPA shall be capable of providing the air quality data on the monitored values of pollution.
1.9.2.2.2RPA shall be capable of providing the necessary data to alert non-complaint vehicle drivers of their violation via roadside message signs or in-vehicle devices.
1.9.2.2.3RPA shall be capable of providing the necessary data on violating vehicles for enforcement of air quality standards.
